I agree with Sbkangas5ís post. You may want to include that groups are fluid based on data collection to differentiate instruction based on needed skills and concepts.

Data can be collected through running records, DIBELs, formative assessments, etc.

My concise answer would be small group reading instruction at the student's instructional level, focusing on the skills that the student needs to become a more successful reader.

I was asked this during an interview and I have taught many grade levels as a perm sub and in leave replacements but I want to be able to answer in a most concise way that would really cover the most important points. What do you think a good answer would sound like?
