Hello i have a question.
1) How come some Graduate schools in VA are asking for a higher passing Praxis core scores?
[William and Mary, George Mason] they r asking 178 for Math but i just check https://www.ets.org/praxis/va/requirements/ and they ask for 150

why do scores vary?

are able to set whatever entrance requirements they want for students. It may be that by setting higher than passing scores for entrance they are branding themselves as "highly selective" no matter what percentage of students they accept.
