This year for kindergarteners going into first (we did this last spring) we gave the Indiana Diagnostic Reading Assessment, used teacher ranking, and got a text level reading. For first graders going into second we used the same information. We used to use report card grades but found that really wasn't the best indicator. We no longer have a Title I math program.

I use the ISEL (Illinois Snapshots of Early Literacy) for grades K-2 and the Gates-MacGinitie Reading Test for grades K-5.

For my students in these 3 grades, I need 3 'number' criterion for placement. I am using the reading placement test from our reading series, the STAR reading test that goes along with Accelerated Reader, a dolch word list ,and their report card grade from last year as one other number to use for placement. In my state, teacher referral on my level comes after these items.

This yr. I checked Dibels, did a sound and letter recogniztion, check for knowing kindergarten words and SORT test,as well as, teacher judgement. This is what I use to identify the student that go into our first grade Title 1 reading program.
I believe the 2nd grade teacher used last year end of the school scores for the math title 1 group she is having.
More information the better. I don't like using just one thing as a judgement tool.
