I am applying for job next school year and I am doing a screening interview today. The principal of the school is wiling to fill out a recommendation form from the district, but she can only speak to my experience as a sub and not the teacher. (She can only answer certain questions on the form.) She likes me and wants to help me out and everything. Is that okay? I spoke to the HR person and he said it was fine.

I would trust the HR person. It sounds like you do have a principal recommendation form, and if you have only subbed that's all the principal can speak to anyway. Good luck!
