I don't think it should be a problem. Make friends with the custodial staff. The wonderful people who take care of my room just moved a whiteboard for me so I could maximize space.

I've removed bulletin boards from the wall altogether.

There are some crazy administrators out there, so it probably depends on your administration, but putting a bookcase in front of a BB wouldn't even cross my mind as something to worry about other than aesthetics.

I'd probably just put border along the top edge of the bookcase and pretend the BB ends there. Then use it as normal.

You need to make your classroom work for you and your students. I blocked part of my 2nd whiteboard with a bookcase. I display my alphabet across the top along that 2nd whiteboard. I also display our monthly vocabulary and weekly reading skills chart there too.

Fellow Teachers...

I'm thinking of putting a bookcase in front of one of my bulletin boards. It would cover a little over half of the board, the top and a small portion of the side will be exposed. I wanted to maximize the space in my room and make every space and piece of furniture count. It may seem silly, but I would like some feedback on this. Have you ever blocked a bulletin board? If so, did your admin have anything to say about it? How did you decorate the remaining parts of the board?
