Do you have an RTI block? Do you pull out?

Are teachers responsible for providing interventions as well?

Tier 3's who have been retained and those who are spec. ed. would be priority.

Are there any that will be evaluated for spec. ed.?

Tier Three first
Those are the students you should be working with three to four times a week. Be sure to follow guidelines for your intervention and instruct with fidelity. Progress monitor those students every week.
The Tier Two students should receive help from the classroom teacher. You could assist the teachers by meeting to set up what type of intervention they will be doing and how they will progress monitor. Then follow up with grade level meetings to see how the interventions are working about once a month.

Do you have a director of special education that can help with information?

I am teaching RTI for Tier 2/Tier 3. But, how am I supposed to help/support 140+ students all by myself, by also giving them the educational support they need?
