This is what I have been using this year because my students prefer algorithms to models or partial quotients/products this year. I don't know that is is the best approach as others have worked for me in the past. This is just what has made sense for my students this year.

I have them write the multiples of the divisor. This is a great way to also show skills for breaking apart numbers to make adding more efficient and using mental math strategies and patterns. They would need the first 9 multiples, but going to the tenth multiple is an easy check for accuracy.
Example divisor is 23 - Multiples 23, 46, 69, 92, 115, 138, 161, 184, 207, 230


Then I have them rewrite the problem looking at the dividend and writing one digit at a time. This helps determine where to write the first digit of the quotient, count which multiple it is the same or less than, and then continue with subtraction and bring down the next digit of the dividend.
Example dividend is 14,592

Student would write 145 divided by 23, quotient begins over the number 5. Quotient begins with 6 since 138 is the 6th multiple.

Multiply (use multiples list) subtract, then write the 9 in the dividend and bring down. Repeat with the last digit of the dividend.

I hope that all makes sense. I would love to hear other strategies as well.

Best approach? Some of my kids can not grasp the concept.
