initial reading assessment

What do you use to do an initial assessment of your students' reading levels?? I teach 7th and 8th.

(I posted this on the middle and high school board, but thought I'd try over here too)

We do a AIMSweb/DIBLES fluency and comprehension benchmark at the start of the year with all our kids. If they perform below expectations for their grade level then we do a phonics screener. It lets us know if the problems is phonics, fluency or comprehension. We have the teachers meet and review the scores. If any student score surprises the teacher then we retest.

anything free??

it looks like most of the assessment tools cost money. our school is a newer, small, private school. so far, we haven't invested in any program...

Can an individual reading teacher get DIBELS

I teach 6th grade reading and most of my students read 2 or more years below grade level. I am looking for a good assessment tool to narrow down where their problems stem from. Could I use DIBELS on my own or is it something a district has to adopt?
