Yes, I think you are correct--
as the shields are to be an addition to, not a replacement of, the standard mask. It is probably better than nothing but they are still not in compliance with the mask rule.

I agree that it is outrageous to think they are suddenly acceptable since we paid to wear them--either they are or they aren't... Donating to a cause does not change that.
