I think it's very important

that people who are concerned, aged, or have immune issues continue to take the most stringent of precautions that they are willing to take.

It looks to me that IF he has an endorsement in ESL (Columns 1-2) then he can take the tests in column 3 for additional endorsements. At least, that's how I read it

Here's how we did it.

We wrote cards for each student, which had on it grades for reading/writing/math, high stakes test scores, reading level, and behaviors.

If two students should be separated, that was noted also.
