I would print out the letters to spell HALLOWEEN and see how many words the kids could create with those letters. I had a sheet for them to write them on and they would work in groups.

I found praising or rewarding those not talking is also very effective. Others see it and want to do the same. It is a great way to use students as good examples for the other students.
