Yes in my district the teachers assign the same amount and pages of homework in the entire grade. They also have homework every night.

Our school definitely uses parent chaperones. There is a limit, but they do rely on parents to help. I think not having parents chaperone is a good idea, because it keeps the kids in school learning...
