i always start the day with
Read to Self. The children go right to their reading "baggie" and dive right in. I rotate their "shopping" for new books.....so everyday about 5 children shop for new books from our classroom...

Why not try
If You Give a Mouse a Cookie
Then have pictures of items and have children try to retell the sequence with pictures. Since it's ELL I would have the pictures and the word of the item labeled.

or the previouse poster, but if you are going to scrambled letters, I would put about 6 -8 letters in a container and see how many words they can make with them....no need to differentiate, because...

Give the students about 6 scrambled letters that include 2 vowels and have them try to make as many "real" words as they can. Make a sheet that says:
3 letter words 4 letter words ...
