Regardless of what his functioning level is, he attacked and harmed another person. Reporting to the police at least lets the admin know you are serious about not continuing to be hurt.

I would be asking for "parent volunteers"

for any reason you can think up, an art project, career day, science project, etc.

Let a few parents witness this crap and you should get some action.

At Zumba class this morning, one

This is the kind recommended by

the fitness program I did. I was 66 at the time, had never really exercised much, and NEVER got sore throughout the entire 6-week program. I love these! I think we took four or five a day.
