Should teachers be expected to provide snacks?

Today one of the facebook groups I belong to posted a article that talked about childhood hunger. It was very sad, and they showed Christmas lists where children wished they had clothes that fit and more food. One of the children was in 5th grade, and said he was the only one without a snack. I didn't even know that 5th graders had snack time. I do let my students eat neat snacks during stamina reading time. As long as they clean up,sit at their table, and they are reading, I'm fine with it.
Luckily I work in a school with 100% free breakfast, lunch, and snacks, so this issue doesn't affect me. We even send home bags of food over the weekends.
This is my main point though- so many of the comments were blaming the teacher. They said she should have bought snacks for him or even given him her own lunch
This has been on my mind all day, and I just wanted to see what others thought.
