I have found in every year that I provided snacks for children who "forgot" their snack that more and more children forget every day until eventually rarely anyone brings a snack. This year, even though my snack is dry, plain Cheerios, they still all seem to have "forgotten."
I don't have time to check individual backpacks, so my solution is to "run out" and not put any more out for several days. I also encourage my free breakfast students (about half of the class) to save the fruit from their breakfast for snack time. Most of the breakfast gets thrown out anyway. For one or two children, I think the parents are purposely sending them without snack, knowing I will provide it.

fwiw, I have had children who truly were in need and I would always take care of that need. That's what we all do.
