I have only worked in high poverty schools. All the schools in my area now give free lunch and breakfast because it was ridiculous to only have a couple of kids who paid for lunch. Often we had kids come late and would miss breakfast and had not eaten since lunch the previous day, so I always kept food in my class for those situations.

However, I do not think teachers should ever be expected to provide snacks. I am also not a big believer in snacks in school period (past preschool). Our kids are in school less than 6 hours and have two meals in that time which is enough. Teachers are rightfully expected to teach all children, but they should not be expected to feed all children.
