I have a 1st grader who has almost no skills and wants to go back. He has said it to me himself, totally on his own. He cannot sit still, draws and colors on his body, does no work, and bothers the other children all day every day. I consider it a huge injustice to him to be in a situation where he cannot be successful. His mom agrees.

Unfortunately for him, our P does not believe in retention for K-2. We are 'planning' to test him and this has gone on for months. He has been 'observed.' We have begun intense 'remediation.' No change.

Yesterday I went in the bathroom and caught him just as he was about to flush. He had stuffed 15 paper towels in our tiny toilet.

If you can get this student moved back, he has half a year to be successful and learn some skills. Go for it.
