What happens if a parent won't show up for an initial IEP?

I don't want to give too many details just in case. I'll just say that based on other experiences with this parent I have a strong concern that she won't come in for her child's initial eligibility/IEP meeting within the 60 day timeline, or possibly at all.

Of course I have been documenting all the contacts and times the meeting has been rescheduled. I've offered a phone conference as well (even though that would be so annoying given all the paperwork that needs to be signed).

I guess I'm going to ask my sped director what we do in this case, but has anyone ever had this happen? What happens in this case? I've had parents refuse services, but at least they came to the meeting to say/sign for that...
