If you are not Orton Gillingham trained, I would suggest training. I did the week long IMSE Comprehensive Training. It was immediately applicable. IMSE uses Recipe for Reading as it's scope and sequence, so if you did that training, you might also want to purchase some of their materials.
I am a reading specialist so only can speak for reading, but if you have to buy materials for your room I'd purchase decodables, letter magnets, individual white boards and markers, other manipulatives that you might use with students.
If you are using title funds for building projects, I'd purchase books for book events/giveaways or look at something like One Book, One School.
