Model, model, model how to do an appropriate response. Also post samples and create a chart with students of the quality you expect. You can write some samples, post them and have student grade and give feedback on the samples. If certain students continue to struggle, gather a small-group to reteach it.

Also, less is more. The less often they have to write responses, the more effort they'll put in. I designate time for everyone to write at once; this way they don't feel like they are missing out on their reading. I actually have them write a letter to me about what they're reading and what they are thinking about. I have questions that they can answer if they are stuck on what to tell me.

Also, I don't think 40 min is too long if they can handle it. I usually break my independent reading time up into two 20 min. times, with a 5 min lesson, book talk, or student sharing in between the two times. Hope this helps!
