I really think it depends on your location.

I student taught in two different districts where my CTs had literally no prep time. They also had duty pretty much every week. The duties rotated - before school, recess, after school bus duty, etc. There were NO specialist teachers.

Now I work at a charter, and I have way more prep time than my CTs did in the public districts. I don't teach art, music, or PE.

So it's not always a question of charter vs. public. It's really a school by school or district by district difference. And states vary widely as well. My state (CA) seems to have far less prep time in general than other states, at least at the elementary level.
