I wonder if there's some sort of (diagnosed) anxiety on the parent's part?

Could she sign something saying she gives permission for the meeting to happen in her absence, and then just review the document and sign it after the fact?
I would love to comment more on this, but I don't want to get myself in trouble just in case. I'll just say I don't think that's the issue.

I also wondered about possibly just having the meeting and sending the paperwork home for mom to sign without really telling anyone (at the district level) that she didn't actually participate.
