My daughter is in the “I only wear dresses” phase. Fine by me. BUT since Gymboree has shut down, I am having the hardest time finding COTTON dresses.

Places we have bought from:
Target
Macy’s
Old Navy
Carters
Osh Kosh

The kicker... I really prefer to stay under $10 a dress.

Any ideas of where to shop?

Don't know if sale prices are $10 and under but the products are adorable. I bought them for my granddaughter when she was little.

They usually have a good selection of cotton dresses and sales/discounts usually make them fairly cheap.

Seconding the thrift shop consign!ent store shopping. My friend had a daughter who went through the same (long) stage. She found lots at thrift shops. Some would even still have tags on them. Her theory was that the dresses were gifts from doting grandmothers for granddaughters in the no dress stage.

Yes to thrift stores. Also, TJ Maxx, Ross, Marshall’s.

I second getting on Carter’s website. My DD buys a lot of clothes for grandson through them....very inexpensive when on sale.

I second Carters and Target, and thrift stores. Kohls also has good sales on Carters.
If you mean 100% cotton, not a cotton/knit-do you have a sewing machine/sew? I've made a few cotton toddler dresses from the same sewing pattern ($2.99 patterns, just choice the different views from the pattern choices.) Sometimes, you do come out cheaper just buying the dress-cost of material can be high.

I've been able to get some cute 60/40 cotton/poly blend dresses at Dollar General for my 5 year old. I got some for $3.50 a dress on sale last week.

My DGD, age 4, is in the “dress only” stage as well. DD found dresses for $5 at H &M.
(I thought they only had teen apparel). Not sure if that was a sale or not, but I don’t think they are more than $8 regular. DGD loves them. She goes through and picks the ones she wants (DD tells her how many she can choose) and at $5 each that works out great. DD orders the little “biker look” shorts to go under. The dresses were sleeveless for spring/summer, not sure about fall. But, as you know, it will be summer in Texas for a while longer!!
Need to add . . . they are all pretty much the same style but different colors/patterns. DGD doesn’t seem to mind.

I was also going to suggest Hanna Andersson and primary. Though, getting them for under $10 would be difficult, unless you near a HA outlet.

Have you looked on Poshmark? Or thredup?
They would be used but much more affordable

My daughter prefers cotton dresses with POCKETS! (Must have pockets!)

The two that are the best are Hanna Andersson and Land’s End which are sooo expensive but I do well finding them at second hand stores and ThredUP. We have a really good Salvation Army where you can get certain color tags for 5 items for $5 and I have sometimes found those brands at that price! We also have a second hand store called “Once Upon A Child” that is a chain. I can usually find them there, too, but for about $7 a dress.
Near holidays, like Labor Day, there is usually a decent online sale on those brands, too.

I have found simple toddler dresses at Carter's, The Children's Place and Old Navy - and there's pretty much always a sale. Walmart is another cheap option - in Canada they carry Child of Mine brand which is made by Carter's and is a bit higher quality than George brand.
