Does your school have a specific screening? I would use it to determine what students are 1-2 years behind. With Kindergarten, simple recognition of letters and numbers is a decent indicator. With 1-2, if they aren't reading appropriate leveled texts, then you need to devise a plan on how to get them to grade level.
Start by identifying based on being 2 years behind and go from there. I would suggest keeping those groups between 1-2 students, and students 1 year behind 3-4 in a group.
