Do you teach students only to capitalize the first letter in the closing of a friendly letter? I had learned that was the rule, but purchased a TPT lesson and was confused. The letter is to the students and closes with

With Liberty and Justice for all,
America

(America is the name of the bird who writes the letter).
Is there any reason to capitalize Liberty and Justice, and if so then why not the All??? Please help. Thx
