You can have students add Kami. I'm not sure if it's an extension or an add-on (nor do I know the difference). But if they go to the Chrome Store they can add it for free. Then when they go to open the pdf, there will be an option to open in Kami. Kami has highlighters, text boxes, etc. I do not think it is especially user-friendly, so be sure to do some trial runs before deciding if it's worth it for students.
Edit: another easier option is to open as a Google Doc. If I have a pdf in my Google Drive, I can open it as a Google Doc. The formatting is sometimes a little wonky, though. You could open it as a Google Doc, fix the formatting, and then save as a Google Doc, share a copy of your doc for them to edit. I don't know if that would go against the copyright terms of a TPT product, however.
