Not sure if this is clear. I have purchased digital materials from TPT. The students have the option to use a pen tool or highlight or color in spaces. How do they do that? I have made some PDFs editable on Google Slides but the kids can only type on them.

You can have students add Kami. I'm not sure if it's an extension or an add-on (nor do I know the difference). But if they go to the Chrome Store they can add it for free. Then when they go to open the pdf, there will be an option to open in Kami. Kami has highlighters, text boxes, etc. I do not think it is especially user-friendly, so be sure to do some trial runs before deciding if it's worth it for students.

Edit: another easier option is to open as a Google Doc. If I have a pdf in my Google Drive, I can open it as a Google Doc. The formatting is sometimes a little wonky, though. You could open it as a Google Doc, fix the formatting, and then save as a Google Doc, share a copy of your doc for them to edit. I don't know if that would go against the copyright terms of a TPT product, however.

I can put a pdf into a google slide and insert text boxes. But they can't color or write.

I use “read and write for chrome” in my chrome browser to write on PDFs. You just install the extension and it’s super easy to use.
You can save your documents right in your Google Drive with one click to pick up where you’ve stopped.

My favorite for kids to be able to annotate and answer questions is TeacherMade. I stopped using Google Slides completely (even though it’s interested with Canvas) and use TM almost exclusively for class work.

Can the kids write on these? I can edit the slides and make it so they can type. I am looking for a pen tool or coloring like on tpt digital worksheets.

Yes they can write with a pen, highlight, and type. Teacher Made can also automatically grade.
