Grading/assessing at home work

How are you handling the grading of your students home instruction work? We have to assign grades but this is a muddy issue.
We have sent packets for the first 2 weeks off. We're in the midst of switching assignments to google classroom.

Our 4th grade team idea is to loosely grade the work. And when it comes time for end of year, we could just average the first 3 grading periods to get a fairer report card grade.

Thoughts?

Our district has instructed us that we cannot require nor grade any of the work we put together for kids. So, the bottom line is that students who really need instruction and practice don't get it. They just play video games.

If you have the capability, why not just grade what you get and attach a qualifier of some sort? "All work completed at home under parental supervision."

Can you base the grade on completion?

a private Catholic school and we are giving assignments.

We also have not been given a directive of if or how grading is supposed to take place. We're hoping to hear something in a day or two about that.
