Krylon Fusion paint for plastic works well. I painted a plastic storage cart with it. It is a spray paint - just let it dry well!!

You probably should sand them lightly first to rough up the surface a little. PVC is very slick and the paint might not stick.

I would go with a spray paint made for plastic. There is one at home depot that shows a plastic chair on the can. That has worked well.

I didn't and my paint chipped off... so I covered my chart with contact paper. It came out cute though...
