I am trying to read into what you said. I think you serve Title I Reading, and you are concerned because someone else is also serving 11 of your reading students for math. The way I understand it, you have done what you were told to do, and that is to serve 45. If you will see them, you are serving them. I don't think that means to add 11 more, just because 11 are being served in math. They don't have to total to 90 separate students, the point is that you have a full caseload.
I always understood the full-time caseload to be between 30 and 60 students, so you are being told to be right in the middle. I think 45 is a good number, as long as your groups can be relatively small and you are serving the students with the most need.
