Looking for some simple halloween art ideas, that the children can finish in one 45 min period. Minimal materials. I was thinking maybe a drawing using pastels?

Wax resist is always a quick an easy project that has nice results (crayons and watercolors). Or you can break the children up into groups and do an exquisite corpse to create a 'monster'. (paper is folded like a fan, each child draws a part of the body, folds it over to hide then passes. Make sure you leave an indicator on the next blank side so that the end product has connected body parts.)

What grade is this for?

this would work. I've had the students draw a spider web on black paper using chalk or white crayons. I found a description of how a spider creates a web on the internet and guide them into following the sequence for web building. Then they do a spider drawing on the web using appropriate numbers of legs, eyes, etc. to match the web. It combines science with spooky.
