I have heard conflicting messages about whether a student that qualifies for Spec Ed is suppose to also receive Title 1 services. Our school used to not service SE students in Title 1, but now we heard that by law we have to if they fall into the lower end on scores. Can anyone clarify this, which the majority of them do?

I think it might depend what state you are in and the Title 1 regulations. In my state we are not allowed to serve students if they qualify for special ed services.

Yes, check with your state. In NY we are required to provide AIS to special education students.

they originally would not allow SpEd kids in Title groups. Eventually, it was changed to allow it IF it was not the area of disability. Ie, students with a reading ld, could get math assistance or vice versa. MR/ID kids were not able to go.

I've wondered the same thing and after a bit of research I decided that SpEd students can be in title, I think. I'm still unsure, but for now the bulk of our students have IEP's. And many of those IEP's are for the areas they receive title services for. Some students come to me for reading and then go directly to the SpEd teacher for another round of reading instruction.

In my building, yes I have had students receive their services from a title specialist if they fit the program they are using. I tend to have at least one or two that start the year with them but by midyear they need to be moved because they no longer fit or their needs change.

The law states that students with an IEP cannot be excluded from title services, however the district can decide that the specual education services being provided are the best for the student and that Title services are not needed. Those students should be included when looking at achievement and ranking scores. Sometimes the children with an IEP aren't the most needy based on the selection criteria data.

In my district, Title 1 is not allowed to service students on IEPs if they have math goals. (we are only Title 1 math). In my district and/or state (not sure if the state says this too) it is considered "double dipping" into funds if a student is receiving Title 1 support and Special Ed services for the same issue (such as math or reading).

I'm in Michigan and we have always been told SE students are not allowed to have Title services. Not sure if this is district policy or other? hmm... I'm going to look into it now that I'm a Title teacher!

Our Sp Ed
students can receive Title services only if they are not already being served in Sp Ed. For example, if they are served for math, we cannot serve them in TItle, but could for reading.
