I teach in a small Catholic School and when we had to cut our art teacher three other teachers were given small stipends. So one of our Pre-K teachers teaches art to grades K-2, our resource room teacher teaches art to grades 3-5, and our secretary teaches to grades 6-8. It's not costing as much put teachers are still getting their preps.
A few web-sites the teachers use are:
http://artlessonsforkids.wordpress.com/
http://www.galenaparkisd.com/tchresou/el_art.htm
and sites national and local art galleries/museums often have projects for kids.
Another thing we have done is contact local colleges with art education programs and we get some of their students to come "try out" their lesson plans. We have to stay in the room but you get a great new perspective and someone with a lot of energy.
