We teach various strategies and kids begin to use what's comfortable for them and most appropriate for the particular problem. We start with using manipulatives and then move on to mental math strategies - 10+___ number sentences, counting on/counting back, making tens, doubles and doubles+1, and using number lines and 100-charts.
For an incoming first grader, I would focus a lot more on fluency within 10 (no fingers) before moving on to the teen numbers. Work toward the child being able to automatically and quickly add or subtract sums and differences within 10 first. At the same time, the child can work on rote counting by 1's, 5's and 10's to 100 and doubles facts (fun youtube song videos).
