Fair Use images

If a student is writing a report or article for a class and wants to use a public image from the web, does that always fall under Fair Use? I always require a citation for images used, but sometimes am unsure about the permissions. I know how to search for legally-usable images on Google Images, but those searches don't always yield good results, so the kids don't like to use that. I feel like this should be Fair Use, but just wanted to clarify. Thanks!

Sometimes photos aren't fair

Try this website, https://www.flickr.com/

identifies photos by copyright agreements. And there are millions of free photos with key codes to proper usage on Flickr Creative Commons and Photostream.

You cannot always assume fair use because sometimes the images you find on the internet has a message from the owners not to use without first contacting them for permission.

I hope this helps.
