Lots and lots of work with number sense. They probably need counting and one to one correspondence as well. Count objects everywhere. Show the number in a variety of ways and settings. Match objects to numbers in tons of different ways with every manipulative you can think of. Start with groups of one, two, and three objects and work with subitization (seeing groups of objects rather than having to count each object every time). Play bingo, go fish, memory, etc. Give them a card with the number on it and have them clip that many clothespins or paper clips to it. Put the numerals in counting order. Be physical  count and jump, hop, clap, etc. Work with their fingers  show a numeral or a card with objects and have them show the same number of fingers. Make a number line on the floor and have them hop to each number and say it as they land on it.
It's a bit unusual for a child not to have any number sense entering K, but it's not unheard of.
