Hello mathematicians......I'm looking for a fun hands on activity for 4th graders reading, writing, and comparing place value.

Not sure if this is what you are looking for, but it keeps coming to mind when I see your title.

My kids play a game called Make 10. They pick 7 dominoes and create a number using the 2 digits/dots and a decimal point. They can place them the numbers in either order and the decimal anywhere, so a domino with 1,6 could be any of the following:

0.16
1.6
16
0.61
6.1
61

The goal is to add the values they create with the 7 dominoes and be the player with a sum closest to 10.

I've done a game where I give each student in the class a card with a decimal on it and they have to get themselves in order from least to greatest. Once they get it, we mix up the cards and try again.
