Our school does benchmarks 3 times a year. Then with the lowest students we are supposed to progress monitor them every 10 days. I always make sure I have a current fluency check before conferences and or report card time.

I take a weekly clipboard assessment of oral reading where I assess phrasing, expression, fluency, and prosody. This is somewhat subjective and not timed.

About twice a quarter I try to get a WPM reading.

We would test for it three times a year. I looked for it on a daily basis.

It helps with comprehension. If they are reading too slow, they might be having decoding trouble or comprehension issues. If they are flat, monotone or too fast, again they are not attending to the story.
