Clip to ScrapBook #1

I am a veteran 2nd gr. classroom teacher and looking for some help. I teach in a predominately dual language school. Many of my students are bilingual and go home to a family not speaking English or correct English. I am concerned with one one particular girl. She has been through reading recovery and is now in a booster group as well as working in a small group with a para during reading workshop time. She is still at a level 8 (DRA2). She left 1st gr. a 12, came to school a 4 and is only now at 8. I really don't know what much else to do to move her along. Based on classroom observations during subject area lessons, she often displays avoidance techniques and has that "deer in the headlights" look often. I am really wondering if she is possibly learning disabled in reading? Our district is really shying away from testing (which drives me nuts considering NCLB) so I am looking for some suggestions.

Thanks!
