I like the previous post using "challenging..." which sounds like the student would be able to accomplish the concept with a little more effort and help.

I always use the words "appears to" if I'm writing something negative, so the parent can't say I'm being judgemental:

Johnny Joe appears to....have difficulty, need additional support, etc.

What about something like...

John's multiplication skills are secure at this time. We will continue to support his knowledge of division over the next semester so that he can reach grade level expectations. Please continue to support this important standard at home through review of classwork and homework at home.

(You actually never said anything negative but yet you did state he is not on grade level.)

an area of need/improvement is...

also, I'm not afraid to say "not meeting grade level expectations" at this time. Nothing wrong with that if it's the truth. Just be prepared to back it up!
