How is 4-year old kindergarten different from 5-year old kindergarten?

We have had four-year-old kindergarten in our district for maybe 15 years?
The 5-year-old kindergarten teacher (35+ years), said 4-year-old kindergarten is what 5-year old kindergarten USED TO BE years ago.

I have taught early childhood special education for 10 years and team taught that and 4K for many more. Currently, I am in my third year of teaching a 4K program with EC:EEN and Title 1 preschool mixed in.

What do they need to know by the end of 4-year-old kindergarten?

The should:
know the colors & shapes
know the alphabet, upper and lower case
know that letters represent sounds
count ojects to 20
identify numbers 0-10
write first name correctly
cuts within 1/8" of a curved line.
stand in a line
walk in line in the hall
sit in a circle
attend to an activity, book, directions for a reasonable amount of time
100% independent in the bathroom
get coats, shoes, mittens, snowpants on by themselves
manage themselves & their backpacks
appropriately ask for help
open their milk carton
