This is all I know off the top of my head:

First- 3-6
Second 8-10

I think the third is through 12 and the fourth is through 16

In our district, we use DRA's to assess and F and P levels for guided reading. Grade level at the end of the first quarter is considered C/D reading level, 2nd is E/F, 3rd is G/H and 4th is I/J. Hope that helps

I realize that these aren't your standards and expectations, but, these could be good rubrics refer to. It's really nice because it breaks it down to the quarter of teaching.

Thanks to everyone. I trying to put this info all together and have my ducks in a row because our school has just combined with others to form a regional unit, and, as I am the only first grade teacher in my school, I don't want to be steamrolled by other schools.
