Difference between reading Strategies and reading Skills?

I'm trying to compile a list of skills and strategies that I should cover throughout the year, but what is the difference between a strategy and a skill? I know them all, just not sure how to categorize them all. Anyone have a pre-made list? I'm a third grade teacher.
