Is smoking allowed anywhere on your school grounds? It's been banned where I teach for years and years now. I would have thought smoking was banned at all schools by now.

Yes, smoking is banned on the school grounds.

Smoking is also banned in all public places in our whole state, so that covers a lot of places (such as restaurants, etc.) therefore it is not just a school issue.

which includes the football stadium - that was a fun one when it first went into effect, trying to get folks to stop smoking at outside football games.. but now, it's just "normal" we've done it for so long...
