Last year I had 6 parent helpers and needed to keep it inexpensive so I went to Bath and Body Works when they had their soap on sale 4 for $10 and got them each a holiday one and then I made some homemade fudge or pretzel candy and put it in a small canning jar with a holiday ribbon. I was just at Bath & Body this weekend and picked up some holiday soaps on sale in different scents like Yuletide Pear Vanilla and Vanilla Bean Noel. Hope this helps.

I make a family basket. I fill a basket with decorative holiday hot/cold cups (pack of 8), matching napkins, a box of hot chocolate, a bag of marshmallows, and then I buy a christmas book.
The parents LOVE it!

Dollar Store:
basket, cups, napkins, marshmallows,hot chocolate = $5.00

The book is up to you.... $
Last year and this year I got I Spy Christmas from Wal-mart....
They do sell books at the $ store too but since I only have 2 parents to buy for I spend a little more.

i have found that parents by no means expect anything! In years past, I have bought ornaments, candles, and decorated frames. I have been lucky in the past with ornaments and candles at Kohl's with the coupons and I am a big day after Thanksgiving sale.

I don't typically spend more than $5...good luck
