How do I determine if my dept chair is corrupt?

I have been in education for 8 years but this is my second year at this high school. I have just received tenure. My department chair has been in the position of chair for 9 years. She makes all money related decisions without consulting the rest of us. Some of those are:
1 - Purchasing hundreds of novels every year from authors she is friends with.
2 - Going to yearly conferences, where she actually coaches, with school money. The conferences are the same ones where said authors hang out and make connections.
3 - Denying that anyone else goes to conferences other than that one. I don't want to go to that same conference again because I want to diversify my learning. She will not approve any other conference.

She has been teaching for 30 years and has a very strong and intimidating presence and she is close friends to everyone in admin. This all feels very wrong. HOw does your department runs in terms of money? WHo makes the decisions? Does this sound fishy? What would you do?
