We have Avenues curriculum here, though we don't use it much any more. My district does a content-based ESL program. We basically look at the state standards for each grade and support the kids with lower level vocabulary so that they have a better chance of understanding the lessons their classroom teachers are doing.
Are there other ESL teachers in your district? They should all be doing the same type curriculum and be able to help you. There are a lot of good resources online for ESL programs and many are free. colorincolorado.org is a good place to start. They have a lot of articles and suggestions for how to help ELLs.
