Paint that looks like snow?

I thought I had a recipe a long time ago for paint that was white and looked fluffy like snow. I need something that can be painted on dark blue construction paper and will show up well. If you have a recipe you can share for paint that looks like snow, I would appreciate it.

I think it is equal parts of shaving gream and white glue to make a fluffy 3D paint.

using white tempra

Mix equal amounts of flour, salt and water. Add liquid tempera paint for color. Pour mixture into squeeze bottles and paint. Mixture will harden in a puffy shape.

Thanks. I give it a try. I used the shaving cream and glue today with my k kids. They turned out well and dried quickly. To get snow drifts or puffy snowmen, really glop it on. To get background snow, go thinner. We used our fingers and the kids loved it. Not to mention easy clean up!
