I wondered the same thing. You have to be a member for like 7 days, but looking at your label it says New Member PM, so I think you're good.

Click on another user's name. One of the choices that pops up should be PM this user. Just click there and PM away!

If you mean PM Private message then click on the user's(poster's) name and then scroll down to send private message and click. A PM message board will come up to enter your private message to them!
